This "probably" doesn't have anything to do with the patch that occurred Wednesday morning since instances were loading just fine up until about 7:30 PM Eastern. What is more likely is SOE stopped the creation of new instances in preparation for the aborted patch and never turned that capability back on.
Correct. They were working fine in the morning.
It is actually caused by the aborted patch, and by the time we can get it fixed... it will be time for the real patch. So, unfortunately, instances will not spin up until after the patch :/
