For starters, you have to make the models themselves, both male and female, for all of the races. You need to give them base textures, with all of the various faces, hairstyles, tattoos, etc. Then, you have to animate them. There are roughly 120 unique animations per race, per gender, that need to be created for a player race. Once that's done, you then need to make armor pieces to fit the new models. Again, unique to each race, and each gender, and you need to make A LOT of them for it to have any variety at all.
It is NOT a trivial amount of work, and our artists are routinely overworked as is just making the zones we (designers) want.
