Multiple Placeholders work.
As players have mentioned, people do learn which specific spawn points are the ones that are the rares. Just because you don't know the instant you walk into the zone that mob X, Y and Z are the placeholders for Rare X... does not mean players will not figure it out, especially for the ones in a reasonably small area. The ones scattered across the zone are much more difficult to solve, but players do that as well.
And to the poster that said people will just figure the placeholders and just snipe them, that is actually partially the point. We just don't want it to be ONE NPC that you sit and "snipe" but more than one, creating more effort. And the process of learning which are the placeholders is a task that many players enjoy. Perhaps not the ones posting in this thread, but there are absolutely players that enjoy that.
