while it may fail to "make sense" here game balance concerns took over.
It is WAY too easy and cheep to make the rogue only damage poisons. I did this on purpose to make them readily available, and not a huge financial drain on rogues, so that it is a reasonable addition to your arsenal like arrows are for many classes.
But the cheapness and fact that all components can be found on vendors, made them inappropriate for gaining skill.
trade-skill skills in this game need to cost a reasonable amount of plat, and take a specific amount of effort.
It is no longer sufficient to just stand at a vendor and go all the way to max skill.
Without those artificial limits on make poison, either poison would be too expensive for daily use, or the skill-path would be too easy/cheap.
the "role-play" rational is that the poisons are just too dangerous for you to attempt them until your skill is higher.
