That is expected. As items like that age, they ALSO become less desirable in general, so the lower level of available resources follows along with a general decrease in demand.

Except in this expansion there is no level increase so the demand for the potions will remain the same.

I am aware of that as well. While the supply may decrease, there will still be plenty of people hunting in that. Plus you can find that drop in some of the easy zones of SoD as well, where mass killing can be done for farming.
