That particular flag, the "impress McKinzie" flag, can be acquired by requesting or zoning into one of the Classic Mission raids. The particular "impress McKinzie" flag does not require that you complete the classic mission raid. It does require that the raids it uses as a check be completed. You must complete the Solteris raid (or any of the raids on his list) to get its flag, in order to impress McKinzie.
Additionally to buy from the vendor, you still must have completed the appropriate Monster Mission raid.
