The cap for those raid should be 42, there's a bug that's only letting in 30 right now. Basically they were set for 30 to begin with but then later raised to 42 for the task. Unfortunately there's a nice gotcha in the DZ table that also limits the number of people allowed in.
The lower cap is there to provide some level of difficulty to the encounters. Back when Nagafen and Vox were current you couldn't get 72 people in a raid like that or the zone would crash. Not to mention they'd be completely trivial with 72 people. You can pick any of the original classes that launched with EQ regardless of what class your main character is.
These are meant to be permanent additions to the game, but you'll only get the flag for the Road to Underfoot if you do them now.
You can do any of the monster missions or any of the current hotzone tasks to get credit for the Road to Underfoot. The min level for the MMs is 80, so the hotzone tasks are there as an alternative for people not 80+.
