It's possible that Rallos may have been getting help from the Discordians for a long time, but doubtfull that he was aware of their true nature or their ability to time-travel. If he did, he would have overpowered the relatively weak time-travellers, taken their ability to time-travel, and gone on his own time-travel odyssey.
