Most of the folks that answer questions on these boards, dev chats, Fan Faire panels, (Ngreth, Nodyin, Rytan, Elidroth, Absor, etc.) are designers. And though the designers may have computer science degrees or programming backgrounds, they do not touch EQ's code. The most interaction we get is looking over a programmer's shoulder or seeing snippets in e-mail.
When a designer responds to a query that would require code assistance to implement / address (which appear to be more and more common as the design-resolvable issues are exhausted) their honest answer is:
"That requires code support."
