If your welcome screen has been automatically or intentionally disabled via .ini key you can manually bring it up from the EQ button. Or you can delete that .ini key and it will come up automatically when you login.
The welcome screen will be our primary communication mechanism to players from this point forward which should dramatically reduce the need for in-game broadcasts, etc. The reduction of broadcasts was something that was asked for by MANY players.
Do yourself a favor and take a look at the welcome screen now and then even if it doens't come up automatically as it contains and will contain a lot of useful community info (including planned patch dates).
